Tajikistan’s State Committee on Investment and State Property Management (SCISPM) has received grant financing in the amount of USD 493K from the World Bank’s Institutional Development Fund (IDF), and intends to apply part of the proceeds for consultant services. The SCISPM is responsible for implementing measures to improve Tajikistan's business environment, attracting foreign direct investment into the country and managing state-owned property.
Specifically, the Grant will support the SCISPM's PSD reform mandate by building institutional capacity through assistance to the agency in the realization of the following components:
Component 1: Staff training/capacity building Component 2: Creation of a strategy for the development of the mining sector Component 3: Database Development for state property
The IDF Grant’s first component aims at training SCISPM staff and developing the SCISPM’s institutional capacity to deliver staff trainings on a continuous basis. To this end, the grant foresees the introduction of a staff training function within the SCISPM and the delivery of staff training in the fields of business environment reforms and investment promotion.
The SCISPM now invites eligible consulting firms to indicate their interest in providing the services for the first component “Staff training/capacity building”.Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in the last 10 years, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with Quality- and Cost-Based Selection (QCBS) method and the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers(current edition).

On August 24, 2010 the Chairman of the State Committee on Investments and State Property Management of the Republic of Tajikistan, Mr. Davlatali Saidov had a meeting with the UN Development Programme Country Director, Mr. Rastislav Vrbensky and UNDP Consultant, Ms. Doreen Wilson.
