The Donor Coordination Council held on April 10, 2008, was attended by the Chairman

of the State Committee on Investments and State Property Management of the Republic of Tajikistan (SCI), Mr. Farrukh Khamraliev. He made a presentation «SCI and Aid Coordination» for the DCC Members. During his speech Mr. Khamraliev defined goals, tasks and authorities of the SCI.

Special attention was paid to the SCI main activities in foreign aid sphere, key problems and priority directions of improving the process of foreign aid coordination in the Republic of Tajikistan.

The SCI Chairman detailed the issues that can be resolved based on the SCI and DCC cooperation. In particular, the following priority directions of cooperation development were defined:

•         Developing Proposals for donors and international organizations regarding priority projects requiring funding from foreign aid; 

•         Monitoring over transformation of promises to provide foreign aid to the Republic of Tajikistan into specific commitments; 

•         Accounting all foreign aid projects and collecting information on the status of their implementation;

•         Timely preparing a Foreign Aid Report;

•         Evaluating foreign aid efficiency and its influence on addressing tasks of strategic government documents

Mr. Khamraliev marked that an effective tool of aid coordination is the SCI Database on foreign aid which is annually updated based on the information submitted by Development Partners. Presently, the SCI under support of the UNDP TA «Support to Nationally Coordinate and Manage Aid» is implementing the process of collecting and updating Database information for 2007.

Mentioning the importance of this activity, the SCI Chairman addressed to the DCC Members with a proposal to facilitate timely submission of required qualitative information by all Development Partners.In conclusion, the participants of the meeting showed their interest in developing cooperation between SCI and DCC.
