1. The Republic of Tajikistan has received an Additional Grant from the Asian Development Bank (ADB) towards the cost of the Dushanbe – Kyrgyz Border Road Rehabilitation Project, Phase II – Supplementary and it is intended that part of the proceeds of this Grant will be applied to eligible payments under the contract named above.Bidding is open to all bidders from eligible source countries of the ADB.
2. The Ministry of Transport and Communication of the Republic of Tajikistan ("the Employer") invites sealed bids from eligible bidders for Repair Works on Obigarm - Nurabad Section, km 95-140 (“the Works”) covering the design and construction works.
3. In particular, the works consist of rehabilitation / reconstruction works to the existing road including full topographic survey and design, minor earthworks, base course, cold asphalt pavement, drainage works and culverts, construction of new bridges and rehabilitation of existing bridges.The limited funding available means the contractor will be required to survey the entire works, agree the proposed scope of work with the Employer and provide a detailed programme for the agreed scope prior to commencing the permanent works.
4. International competitive bidding will be conducted in accordance with ADB’s Post Qualification (Single-Stage: One Envelope) Bidding Procedure.Details and specifications are provided in the Bidding Document.
5. The Bidder, either as a single entity or joint venture, shall meet all the qualification criteria set forth below. A pass-fail method shall be applied in the evaluation of bidder’s qualifications: Average annual turnover should be at least US$ 10,5 million within the last three years; Be able to meet Cash flow requirements of US$ 2,5 million; General construction experience of at least five (5) years; Specific construction experience either as a contractor, management contractor or subcontractor in at least three (3) contracts within the last 3 years, each with a value of at least US$ 10,5 million.

7. To purchase the complete set of Bidding Documents in English, bidders should visit or write to the office of Project Implementation Unit of MOTC at the address indicated above and pay a non-refundable fee of two hundred fifty dollars (USD 250.00) by cash or Bank Draft in favor of MOTC.

Bids will be opened immediately after the deadline in the presence of bidders’ representatives who choose to attend.
9. All bids must be accompanied by a Bid Security of US$ 160,000 or an equivalent amount in a freely convertible currency. The date for exchange rate to be applied for determining the equivalent amount is 28 days prior to the bid opening.
10. MOTC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
On August 24, 2010 the Chairman of the State Committee on Investments and State Property Management of the Republic of Tajikistan, Mr. Davlatali Saidov had a meeting with the UN Development Programme Country Director, Mr. Rastislav Vrbensky and UNDP Consultant, Ms. Doreen Wilson. In the meeting issues of support and assistance provided by the UN Development Programme to the government sector were discussed.
Inception workshop on the project “Support to Effective National Aid Coordination and Investment Promotion” was held in UNDP on the April, 16th 2010. It was organized by the State Committee on Investments and State Property Management (SCISPM), Donor Coordination Council (DCC) and UNDP.
Block Audit of Asian Development Bank - funded Projects in the Republic of Tajikistan The Republic of Tajikistan has received concessional long-term loans and grants from the Asian Development Bank (ADB) for the implementation of various projects and intends to use portion of the funds for eligible payments under a single contract for financial audit of Project Implementation Units.
