SCI IS THE CENTRAL BODY ON AID COORDINATION
For the purpose of further deepening the reforms of public administration, forming transparent system of administrative bodies’ activities, saving and effective using budget funds and providing for sustainable economic, social and cultural development of the Republic of Tajikistan, there was approved a new structure of the central executive bodies under the Decree of the President of the Republic of Tajikistan «On improving the structure of central executive bodies of the Republic of Tajikistan» № 9 dated November 30, 2006.
In accordance with this Decree there was created a State Committee on Investment and State Property Management (SCI) of the Republic of Tajikistan which is mandated to implement the functions of the former State Committee on State Property Management of the Republic of Tajikistan, Aid Coordination Unit under the Executive Administration of the President of the Republic of Tajikistan, the issues of the former Ministry of Finance of the Republic of Tajikistan related to attraction of investments and the issues of the former Agency for Antimonopoly and Support for Entrepreneurship under the Government of the Republic of Tajikistan related to support for entrepreneurship. Thus, the issues of creating a favorable investment climate and increasing the investment flow to the country, as well as the issues of foreign aid coordination and support for entrepreneurship development will be concentrated in a unified public management body that ought to ensure their effective management.
The State Committee on Investment and State Property Management of the Republic of Tajikistan implements its activities in accordance with the «Regulation on the Committee on Investment and State Property Management of the Republic of Tajikistan», adopted under the Decree of the Government of the Republic of Tajikistan №590 dated December 28, 2006. The Decree states that the State Committee on Investment and State Property Management of the Republic of Tajikistan is the central executing body which within its authorities implements state policy and normative and legal regulation in investment sphere, public property management, management and implementation of the process of denationalization and privatization of the state property in the Republic of Tajikistan representing the interests of the state as an owner, and conduction of activities on implementation of the programs of support for entrepreneurship.
According to its regulation the SCI has the following responsibilities in the sphere of investment activities and foreign aid:
• Developing and implementing measures on improving investment climate in the country, creating legal and other conditions promoting attraction of investments;
• Participating in development and implementation of investment programs, formatting conditions of concession agreements and also representing interests of the state as an owner within the frameworks envisaged by corresponding normative and legal acts of the Republic of Tajikistan;
• Promoting attraction of investments for implementation of state programs, priority social projects including loans and grants of international economic and financial institutions and donor countries;
• Coordinating foreign aid provided to the Republic of Tajikistan;
• Creating effective system of interaction with investors, assisting in ensuring adherence to guarantees established by the legislation of the Republic of Tajikistan and also in protecting legal rights and investors’ interests;
• Implementing coordination of public bodies’ work with investors;
• Making investment flows analysis, studying and summarizing world experience of their attraction and stimulation;
• Preparing proposals on implementation of measures directed at improvement of the investment climate of the Republic of Tajikistan including improvement of the legislation of the Republic of Tajikistan as well as development of the international investment cooperation;
• Participating jointly with corresponding ministries and departments in preparation and conclusion of international agreements on investment activities issues;
• Conducting advertising and informational campaign on investment opportunities in the Republic of Tajikistan;
• Summarizing, analyzing and providing further promotion of proposals and drafts submitted by foreign institutions of the Republic of Tajikistan in the order established by the legislation in central and local executing bodies of the Republic of Tajikistan;
• Organizing records and accounts on attracting and using investments jointly with public bodies concerned;
• Organizing and conducting summits, forums, seminars, presentations, conferences and other arrangements in Tajikistan and abroad for the purpose of popularizing and distributing information on achievements and investment opportunities of the Republic of Tajikistan jointly with public bodies concerned;
• Implementing cooperation with investors, international and other organizations on the issues of its activities;
• Organizing and conducting expertise of contracts and other documents within its authorities concerning investment projects;
• Conducting analysis and organizing fulfilling of production-technical, economic, ecological, financial, tax and other conditions of the concluded contracts;
• Ensuring reception of all conciliative and permitting documents necessary for investment projects implementation;
• Conducting monitoring and control over implementation of investment projects including control over fulfilling contract conditions;
• Ensuring publication in mass media of information on normative and legal acts related to implementation of investment projects, list of projects on which contracts were concluded, amounts of investment contribution to the projects and a number of created workplaces;
• Interacting in the established order with public authorities of foreign states, international organizations in the established sphere of activities.
The Government proceeds from the fact that the SCI should be the main Partner for all international organizations working in Tajikistan in the sphere of foreign aid provision.
Based on its tasks and objectives the SCI implements multipronged activities including:
• Coordinating foreign aid, including its regional and sector component and managing its flows;
• Cooperating with Development Partners;
• Maintaining Database of the Aid Coordination and Project Monitoring System (ACPMS);
• Improving the ACPMS Database and its placing in Internet;
• Assisting line ministries and agencies, and local government authorities on issues relating to foreign aid and implementation of investment projects;
• Managing loan portfolio of international financial institutions;
• Establishing relationships with donor organizations not represented in the Republic of Tajikistan in order to attract additional amounts of foreign aid;
• Participating in implementation of the Public Investment Program and Technical Assistance Program;
• Annually preparing and publishing the “Development Partner Profiles” and “Foreign Aid Report»;
• Advising organizations and communities concerned on the provision of foreign aid.
Foreign Aid Coordination
One of the important directions of the SCI activities is coordination of foreign aid. The effective implementation of this task requires the implementation of the following:
• Collecting and distributing information about all Development Partners and all types of assistance;
• Interacting with donors on the issues of transferring their pledges on providing aid to the Republic of Tajikistan into concrete commitments supported by corresponding agreements and their further implementation within the framework of specific projects;
• Coordinating and monitoring the international organizations’ activities regarding all types of aid they provide to Tajikistan;
• Monitoring the implementation of projects implemented using foreign aid;
• Analyzing the situation with attracting and using all types of foreign aid and formulating proposals and recommendations on its improvement;
• Undertaking a series of measures for improving coordination of domestic and international organizations involved in the process of providing foreign aid, searching for financial sources for new projects, defining executing agencies and others.
Cooperation with Development Partners
The most important component of the SCI’s activities is establishing and developing cooperation with Development Partners that is coordinating the activities of the parties on the issues of foreign aid provision to the Republic of Tajikistan, regular exchange of information, rendering assistance to each other in resolving the issues related to foreign aid.
In accordance with the actual Regulation the SCI is functioning as the main government body which provides interaction with all Development Partners on all the issues related to foreign aid provision to Tajikistan.
Cooperation between the SCI and DPs includes the following directions:
• Coordinating interaction of Development Partners with government bodies at different levels;
• Organizing interaction and conducting meetings and consultations with representatives of local government bodies;
• Discussing the results of monitoring joint investment projects in order to undertake urgent measures to resolve the emerged problems;
• Assisting Development Partners to find and select priority projects of foreign aid provision, especially within the framework of PIP;
• Submitting information by Development Partners including organization profile and project implementation reports to update the ACPMS Database;
• Conducting joint conferences, workshops and other arrangements related to provision of foreign aid provided to the Republic of Tajikistan;
• Consulting and exchanging views on foreign aid provision to Tajikistan by DPs, its purposeful and effective use, identification of priority sectors and projects etc.
Database Exploitation and Maintenance
The Database of Aid Coordination and Project Monitoring System was established and being modernized under support of two ADB TA Projects to improve coordination and effective utilization of foreign aid.
The Database contains information about all agreements on foreign aid provision and their connection to the Public Investment Program. The Database contains information on:
• Actual commitments of Development Partners;
• Loans and grants provided and their utilization;
• Foreign aid allocation by disbursement categories;
• Status of disbursements of Development Partners;
• Project implementation status by economic sectors and regions;
• Other useful information.
The ACPMS Database is considered to be the most important tool of foreign aid coordination which, based on entering and processing information on external assistance provided by Development Partners and on the implementation status of all agreements and projects, allows to conduct comprehensive analysis and assessment of the situation in foreign aid, and undertake agreed measures to raise its effectiveness and purposeful usage.
In this connection the SCI attaches great importance to cooperation with all Development Partners and hopes for their understanding of the issue and rendering practical assistance by timely submitting full information on the assistance they provide.
Currently, within the framework of the ADB Technical Assistance TAJ 4546 the SCI implements modernization of Database so that it could meet the requirements and show the actual situation in attracting and using foreign aid in the Republic of Tajikistan.
Interaction with Ministries, Agencies and Territories
The SCI activities on foreign aid coordination is carried out in close cooperation and interaction with the Ministry of Foreign Affairs, Ministry of Finance, Ministry of Economic Development and Trade, Ministry of Justice, line ministries and agencies of the Republic and also the local Khukumats.
In particular the SCI interacts with the Ministry of Economic Development and Trade of RT on the issues of developing and implementing the PIP and TA..
On the other hand, the SCI should represent the interests of line ministries and agencies in its relations with Development Partners on the issues of rendering external assistance, facilitating promotion of the proposed projects, finding sources of financing and conducting joint monitoring of their implementation.
The new stage of improving interaction of the SCI with ministries and departments is connected with development of sector coordination of foreign aid which will allow increasing the amounts, improving effectiveness and purposefulness of foreign aid usage for more successful implementation of strategic programs of sector development.
Loan Portfolio Management
The important objective of the process of attracting and using foreign aid is effective use of loans received by the Government of the Republic of Tajikistan from international financial institutions.
Loan portfolio management envisages implementation of a wide range of activities by the SCI which includes:
• Coordination of projects preparation and implementation processes within the framework of investment portfolios of international financial institutions;
• Analysis of reports and other information received from ministries and agencies of the Republic, international donor organizations as well as project implementation units on the usage of credit resources provided to the Republic of Tajikistan;
• Cooperation with representations and missions of international financial institutions on the review and assessment of loan portfolio use, development of join action plan with the Government of the RT and its implementation;
• Monitoring and assessment of joint investment projects.
The SCI role in monitoring the progress of joint investment projects implementation carried out by the government agencies lays in providing systematic analysis and assessment of the actual projects implementation process and the results of the Projects Implementation Units’ activities informing the Government of the RT and undertaking corresponding measures to resolve the problems emerged in the process of projects implementation.
For this purpose the SCI carries out regular collection and processing of information on all of the aspects of the actual investment projects and the PIUs’ activities, controls the projects implementation progress and provides timely and qualitative implementation of the planned activities.
Information Activities and Reports Preparation
To ensure open and transparent process of foreign aid provision the SCI informs the Government, International organizations and public community on the situation in attracting external resources and achieved results.
According to the regulation, the SCI should quarterly and by the end of the year submit the information on the executing agencies’ activities regarding implementation of joint investment projects to the Government and the Executive Administration of the President of the Republic of Tajikistan.
The directories “Development Partner Profiles” and “Foreign Aid Report” are prepared and published annually. The first one contains information on Development Partners and specificity of their activities and the latter analyses the situation in foreign aid provided to Tajikistan based on the ACPMS Database information.
To implement the main directions of its activities and achieve the goals the SCI makes efforts and takes concrete measures to considerably improve the level of activity coordination of all organizations concerned to increase efficiency and purposeful usage of foreign aid.
